First step in implementation should be changing Congress' retirement plan to the same one they want us to have, instead of their golden Rolls Royce . Second is to drop their salaries to twice the median income of the US, adjusted quadrennialy. Third is to tax at the rate of 100% any outside income by the Congress critters - including old money that has been in the fambly for 50 years (yes, I'm looking at YOU, Admiral of Chappaquidick).
